Philip Billard was born on October 13, 1884, in Honesdale, Pennsylvania. First Lieutenant Billard took up flying as a sport, and at the outbreak of the war, he entered the military service. After having been stationed in California for several months, he was sent to France. Training in the Third Aviation Instruction Center, First Lieutenant Billard was killed in a test flight accident in Issoudin, France. He is now buried in the Saint Mary Magdalen Cemetery, Honesdale, Wayne County, Pennsylvania, USA.
