Oscar J. Brown, III was born on April 10, 1917. He resided in Onondaga County, New York prior to the war. He enlisted in the Army on March 17, 1942 at Fort Niagara, Youngstown, New York. He was noted as being employed as a Insurance Salesman and also as Single, without dependents. Oscar served as a Private in the 23rd Fighter Group, U.S. Army Air Force during World War II.

He was Killed in Action on April 26, 1943 at the age of 26 during the war and is now buried somewhere in China. He has cenotaphs located in Riverview Cemetery, Baldwinsville, Onondaga County, New York and National Memorial Cemetery of the Pacific, Honolulu, Honolulu County, Hawaii, USA. Pvt Brown was one of over 2000 Americans who lost their lives defending China from their Japanese invaders from 1941-1945. He is commemorated on the The Monument to the Aviation Martyrs in the War of Resistance Against Japan in Nanjing, China.
