Louis E. Turner was born on February 3, 1916. He resided in Sebastian County, Arkansas prior to the war. Louis served as a Second Lieutenant and Navigator on B-24D #42-40103, India-China Wing, Air Transport Command, U.S. Army Air Force during World War II.

B-24D #42-40103, which was basically being used for cargo missions, took off with a crew of 5 from Jorhat, India on a transport mission to Kunming, China. They were last contacted by radio and were not seen nor heard from again. The entire crew were lost on this mission. He was declared "Missing In Action" in the "Line Of Duty" in this crash. His name is commemorated on the Walls of the Missing, Manila American Cemetery, Taguig City, Philippines. He also has a cenotaph located in Fort Rosecrans National Cemetery, San Diego, San Diego County, California.

2Lt Turner was one of over 2000 Americans who lost their lives defending China from their Japanese invaders from 1941-1945. He is also commemorated on the The Monument to the Aviation Martyrs in the War of Resistance Against Japan in Nanjing, China.
